North Korea has dropped at least 200 balloons carrying propaganda leaflets and rubbish in the South, prompting authorities to warn its residents to stay indoors.
Regarding this, the emergency alert sent by Gyeonggi Province in the middle of the night startled citizens.
Especially, the English phrase “Air raid Preliminary warning” included in the alert caused greater anxiety among foreigners.
At 11:34 p.m. on the 28th, Gyeonggi Province sent an emergency alert to Suwon, Uijeongbu, Pyeongtaek, Dongducheon, Goyang, Namyangju, Osan, Yongin, Paju, Anseong, Yangju, Pocheon, and Yeoncheon County stating, “Unidentified objects presumed to be North Korean anti-South Korea leaflets detected.
Refrain from outdoor activities and report to military units if identified. Air raid Preliminary warning.
The phrase "Air raid Preliminary warning" (air raid warning), which caused anxiety among foreigners, was automatically attached according to the National Disaster Management Information System, explained Gyeonggi Province.
In the case of military-related disasters, the military notifies the local government, and the local government sends emergency alerts to the affected area.
A Gyeonggi Province official stated to Hankyoreh on the 29th, “The content of the message (in Korean) was almost identical to what was sent by the military, and the English version is automatically attached according to the National Disaster Management Information System for the benefit of foreigners living in Korea.
Since there was no option for ‘anti-South Korea leaflets,’ we chose the closest option, ‘aircraft,’ which resulted in the inclusion of the term ‘air raid.’”
The official added, “We considered the falling objects as unidentified, possibly containing filth or biochemical weapons, and there was a risk that people could be hit by bundles of leaflets.
Given the nighttime situation, we decided to elevate the alert level to ensure public safety.
