Seoul City Bus Union and Management Enter Last-Minute Negotiations Ahead of General Strike Threat

 

 

 

On the eve of a planned general strike announced by the Seoul city bus union and management, both parties engage in last-minute negotiations on the 27th.

 

According to the Seoul Metropolitan Bus Labor Union, labor and management will hold their final reconciliation meeting at 2:30 p.m. on this day at the Seoul Regional Labor Relations Commission in Yeongdeungpo-gu, Seoul, regarding wage increases and other agenda items.

The union and management have been conducting wage negotiations and discussing demands through seven rounds of central labor-management negotiations and two preliminary reconciliation meetings from December 28 of last year to March 23 of this year.

 

However, as negotiations failed, the Seoul City Bus Union initiated a strike from the first bus service at 4 a.m. on the 28th, marking the first strike in 12 years, leading to commuter chaos on the morning rush hour.

Unlike previous subway strikes where replacement workers were often deployed, this bus strike proceeded with all buses simultaneously not in operation, leaving many citizens stranded.

 

Although the Seoul Metropolitan Government and district offices operated 480 free shuttle buses and increased subway services, it was insufficient to meet the demand.

Seoul buses operate under a semi-public system where the losses incurred from bus operations are subsidized by the Seoul Metropolitan Government.

 

The total income of bus companies amounts to around 12 trillion won annually, while costs reach approximately 18 trillion won.

 

The shortfall is covered by the Seoul Metropolitan Government. The increased costs due to this wage increase will also be borne by the Seoul Metropolitan Government, rather than the management side represented by the Seoul Bus Transportation Business Association.

 

The strike by the Seoul Bus Union marks the first full-scale strike in 12 years since the partial strike lasting 20 minutes in 2012.
